Aug. 6

The Franklin Borough Police Department Detective Bureau conducted a narcotics investigation within the Borough. During the investigation Michael Salisbury, 21, of Franklin, was charged with using marijuana, possession of drug paraphernalia and possession of marijuana. The investigation found Salisbury to be in possession of over 14 glass pipes containing marijuana, over 40 clear bags commonly used to package marijuana, a digital scale containing marijuana residue on it and several containers used to package marijuana. He was charged and released on his own recognizance pending a Court appearance in Franklin Municipal Court.

Aug. 7

The Franklin Borough Police Department Detective Bureau and patrol officers conducted a narcotics investigation within the Borough. The investigation led to a motor vehicle stop on State Highway 23 near County Route 631. Further investigation during the motor vehicle stop resulted in the arrest of the driver, Matthew Bergen, 23, of Stockholm, and the passenger, John Luperti, also of Stockholm. Both were charged with possession of heroin and possession of heroin with the intent to distribute heroin. Bergen was charged with numerous motor vehicle offenses. He was also charged with possession of hypodermic needles, possession of drug paraphernalia and use of a controlled dangerous substance. Luperti was also charged using or being under the influence of heroin. Bail was set at $20,000 with no 10 percent option for both men. Both men were lodged in the Sussex County Jail in lieu of bail awaiting their court appearance.

Aug. 13

The Franklin Borough Police Department Detective Bureau conducted a narcotics investigation within the Borough. During the investigation, Peter Vasquez, 18, of Franklin, was charged with using marijuana, possession of drug paraphernalia and possession of marijuana. The investigation found Vasquez to be using marijuana and possessing marijuana in his residence. He possessed three multi colored glass pipes used to smoke marijuana, one of which had a gas mask attached to it. He was charged and released on his own recognizance pending a court appearance in Franklin Municipal Court.
The Franklin Borough Police Department conducted a motor vehicle stop within the Borough. During the motor vehicle stop, Joseph Italiano, 27, of Hamburg, was found to be in possession of marijuana. He was also found to be using marijuana. Italiano was issued several motor vehicle summons. He was charged and released on his own recognizance pending a court appearance in Franklin Municipal Court.
The Franklin Borough Police Department Detective Bureau conducted a narcotics investigation within the Borough. During the investigation, Robert Grey, 18, of Ogdensburg, was charged with using marijuana, possession of drug paraphernalia and possession of marijuana. The investigation found Gray, an employee of the Hess Service Station in Franklin, to be using marijuana and possessing marijuana. He also possessed an item commonly used to store and or package marijuana. He was charged and released on his own recognizance pending a Court appearance in Franklin Municipal Court.
