Police: Man planned to distribute heroin

A Franklin man faces drug charges after police investigated complaints of narcotics activity on Main Street.

Christopher M. Hartman, 35, was charged with possession of heroin, possession with intent to distribute heroin, possession of marijuana, possession of hypodermic needles, use of heroin and possession of drug paraphernalia and use of heroin.

Police said the investigation resulted in the seizure of an undisclosed amount of narcotics along with equipment used to process and sell narcotics, such as measuring scales and bags commonly used to package narcotics.

Police said Hartman was found to have an outstanding criminal warrant from Newark.

He was sent to the Sussex County Jail in lieu of $25,000 bail with no 10 percent option.
