    Jason M. Brunnel, 34, of Franklin was charged with theft after police received a complaint of theft of fuel oil from a residence.

    Franklin Detectives investigated and found that a residence in the Borough had its heating oil syphoned from its tanks attached to the residence. Police said Brunell was alleged to have syphoned heating oil from the home. he was released pending a court appearance.

    Ryan Ammacher, 34, of Franklin also was charged with theft in the incident. He was charged on Dec. 1 and released pending a court appearance.

    The oil is said to have been valued at several hundred dollars.

    Investigation is ongoing and additional arrests may follow.

    Leanne Rebecca Fulmer, 29, of Franklin was charged with possession of heroin, possession of a controlled dangerous substance (suboxone), possession of drug paraphernalia and hypodermic needles, as well as use of a controlled dangerous substance.

    Police said Fulmer is alleged to have endangered the welfare of a child, while possessing, storing, and using the narcotics and drug paraphernalia described near and around a child. As a result, police said Fulmer was charged with endangering the welfare of a child.

    Fulmer also was charged with possession of heroin and suboxone, possession of hypodermic needles and drug paraphernalia, and use of heroin.

    Fulmer was released pending her first appearance Sussex County Superior Court.

    Division of Child Protection and Permanency assisted at the conclusion of the investigation.
