Franklin establishes 'no passing zone'

FRANKLIN — The Franklin Borough Council adopted an ordinance to establish a "No Passing Zone" on Route 23 throughout the borough.

TThe state Department of Transportation requested the ordinance to conduct a traffic study. Without the council's action DOT could not enforce the regulation.

The council voted to adopt the ordinance with only one council members voting against.
