Michael Regan of Haledon faces a charge of theft by deception after he was arrested Dec. 14, Vernon Township police said.
A resident told police that Regan, who said he was a contractor, collected a $500 deposit but never came back to do the work on the house.
An investigation found that he had a history of providing estimates and collecting deposits but not doing the work he was hired for, police said.
They also found that Regan had two outstanding warrants from Superior Court in Sussex County and Fair Lawn Municipal Court.
To find Regan, Vernon detectives, posing as a potential customer, arranged to meet him about repairing a chimney. When he arrived, he was arrested.
He is in the Morris County Jail awaiting a court appearance.
